The Government's Goal
Meeting community needs in the most efficient and effective manner, including
a target of optimising Private Sector Involvement (PSI) in the provision
of services to the community.
The Government's Policy
Government bureaux/departments are encouraged to involve the private
sector in delivering services and infrastructure projects. Different types
of PSI, mainly outsourcing and Public Private Partnerships, should be
considered in both providing new services and improving existing services.
Over the past years, successive Financial Secretaries have reiterated
the government's ongoing commitment to involving the private sector in
the provision of public services to encourage innovation, enhance productivity
and speed up project and service delivery, in order to provide better
and more efficient services as well as increase opportunities for investment
in Hong Kong.
